BAM and b_project to build new government office in The Hague

Together with b_project, the Dutch Central Government Real Estate Agency (Rijksvastgoedbedrijf) and construction company BAM have signed a contract for the development of a new government building on Juliana van Stolberglaan in The Hague. The building, intended to house the Ministry of Education, Culture and Science (OCW) and the Education Executive Agency (DUO), is scheduled to be completed and opened in the second quarter of 2030.

A key feature of the project is its commitment to timber construction. The 76-meter-high building will incorporate a load-bearing structure, floors, and potentially core elements made of wood, produced by binderholz. This design choice is expected to substantially reduce the building’s environmental footprint compared to conventional construction methods.

In addition, a natural ventilation system based on the EWF climate concept will be implemented. This system helps regulate the indoor climate without relying on extensive mechanical installations, thereby reducing energy consumption while enhancing occupant comfort.

The building will also adopt a biophilic design approach, integrating natural materials, daylight, and other nature-inspired elements to create a healthy and welcoming workplace environment.

What sets the project apart is the fact that maintenance is considered an integral part of the design from the very beginning. During the construction phase, a ‘digital twin’ of the building will be created step by step: a virtual model that precisely documents how the building is assembled and where specific installations are located. After completion, this model will be linked to the building management system and a multi-year maintenance plan.

To minimize disruptions in downtown The Hague, components will be prefabricated in the factory as much as possible. These elements will be transported to the construction site via a logistics center in Moerdijk using electric transport and just-in-time deliveries. The project will be realized in two phases, together with partners such as the architectural firm cepezed, Arcadis, Sweco, Peutz, Nest Natuurinclusief, De Omgevingspsycholoog and PhiFactory.
