Vistry Group takes up a new role in affordable housing initiatives

Vistry Group supports the UK’s focus on creating affordable, sustainable communities. The company has announced the unconditional exchange of contracts for a significant residential development site at Hookwood in Surrey, strategically located close to the major transport and employment hub of Gatwick Airport.

This acquisition represents a key step in Vistry’s commitment to its ‘Partnerships’ model, which focuses on developing sites that integrate market-rate homes with a high proportion of social and affordable housing options. The development plan, which has already secured Outline Planning Permission, is set to deliver up to 446 high-quality, energy-efficient new homes. Critically, 45% of these dwellings are earmarked for affordable housing, significantly exceeding the typical minimum requirements often sought by local planning authorities in the South East of England.

The Hookwood scheme is poised to address the acute housing pressures facing the highly sought-after, yet severely constrained, commuter-belt county of Surrey. By delivering nearly half of the new units as affordable housing—which typically includes social rent, affordable rent, and shared ownership options—the development directly tackles the affordability crisis that makes it challenging for key workers and lower-income families to reside near major employment centres like Gatwick.

Beyond the homes themselves, the planning consent ensures the development is a truly community-centric proposal. Key non-residential components include:

  • A brand-new community facility: Up to 1,500 sq. m of space dedicated to serving the needs of the new and existing local population, likely accommodating a variety of uses such as a nursery, meeting rooms, or flexible workspace.
  • Significant open space: The masterplan includes substantial areas dedicated to public open space, green infrastructure, and potential biodiversity enhancements, aligning with Vistry’s broader commitment to creating sustainable, livable environments.

This mixed-use approach reflects the modern planning imperative to create thriving, self-sufficient neighborhoods rather than simple housing estates.

While the development has secured Outline Planning Permission—which establishes the principle of development, setting out the maximum number of homes and general land use—the project must still progress through the final stage of the planning process with Mole Valley District Council.

This involves securing Reserved Matters planning permission. This detailed application will focus on the final aspects of the scheme, including the design, external appearance, landscaping, and scale of the buildings, ensuring the final visual and environmental details align with the local character and meet all statutory requirements.

Vistry South East is optimistic about the timeline, anticipating a start on site later in 2026, with the first homes projected to be available for occupation by early summer 2027. This timeline provides the necessary window for detailed design work, Reserved Matters approval, and the preparatory groundworks required for a development of this scale.

The successful contract exchange was the culmination of a collaborative effort involving multiple stakeholders. The site itself was owned by five principal landowners, who were represented by land agent Philip Stone and B.Yond Homes Limited, the entities responsible for successfully promoting the scheme through the complex planning process to achieve Outline Consent. The land was marketed by Bob Hilder from Landpro Consultants/Land and Brand New Homes.

We are delighted to have reached this important milestone and look forward to working with our partners and the local community to create a thriving new neighbourhood, with high-quality homes, significant affordable housing, and a new community facility at its heart.”

This transaction perfectly encapsulates Vistry’s operational strategy. The company prioritises the Partnerships model, often collaborating with local authorities, housing associations, and landowners to accelerate the delivery of housing, particularly the delivery of affordable tenures. This approach is more capital-efficient than the traditional housebuilding model and allows Vistry to consistently deliver high affordable housing percentages, meeting both governmental and local community needs.

In line with the UK’s commitment to achieving Net Zero targets and the forthcoming Future Homes Standard, the homes at Hookwood are designed to be high-quality and energy-efficient. This will likely include features such as:

  • Advanced insulation: Superior thermal performance to minimise heat loss.
  • Low-carbon heating: The use of air source heat pumps or other low-emission technologies, moving away from traditional gas boilers.
  • Renewable energy generation: Integration of solar photovoltaic (PV) panels where feasible.

For the residents, these energy-efficient measures translate directly into lower utility bills and a reduced carbon footprint, ensuring the Hookwood community is both economically and environmentally sustainable for generations to come.

The Hookwood development, therefore, stands as a significant case study in modern UK mixed-tenure development: a strategic land acquisition delivering a high volume of affordable housing, underpinned by community infrastructure, and committed to future-proof, sustainable design in a challenging, high-value area of the South East.
