Housing provider GSA has confirmed it will close its offsite manufacturing subsidiary, LoCaL Homes, as part of a strategic move to refocus on its core role as a social landlord. The decision follows an extended period of review and unsuccessful efforts to secure a viable sale for the Walsall-based operation.
LoCaL Homes was established to deliver factory-built homes using modern methods of construction (MMC), supporting faster and more sustainable housing delivery. However, despite the growing national focus on modular and offsite construction, GSA has concluded that continuing to operate the business is no longer financially sustainable in the current market environment.
The closure forms part of a wider strategy to simplify GSA’s business model and strengthen its long-term financial resilience. The housing sector continues to face mounting pressures, including rising construction costs, higher interest rates, and increased investment requirements for existing homes, particularly for building safety and energy efficiency upgrades.
Mona Shah, Chief Finance and Investment Officer at GSA, said that the decision was taken after careful consideration of all available options. She confirmed that repeated attempts to sell the business had not resulted in a viable outcome, leaving closure as the only responsible course of action.
Shah acknowledged that LoCaL Homes has been operating at a loss and said GSA could no longer justify subsidising the factory while facing significant financial challenges across the wider organisation. She added that the association must prioritise investment in existing housing stock rather than new development, while maintaining a strong focus on its core social landlord services.
In the coming months, GSA’s priority will be to support the 35 employees currently working at LoCaL Homes. The organisation said it will engage closely with staff throughout the closure process and explore ways to provide assistance and guidance during the transition. GSA will also work with remaining customers to manage existing commitments as the factory is wound down.
The announcement highlights the ongoing challenges facing off-site manufacturing in the UK housing sector. While MMC remains a key part of the government’s long-term housing strategy, some modular housing businesses have struggled to achieve commercial viability amid volatile market conditions and constrained development pipelines.
GSA reiterated its commitment to delivering high-quality, affordable homes and improving outcomes for residents. By exiting offsite manufacturing, the association aims to strengthen its financial position and ensure that future investment is focused on maintaining and improving existing homes, supporting communities, and delivering value for tenants across its portfolio.
