According to Canusa Wood, the initial CVD trade ruling has been released. Based on the preliminary findings, Chinese mills face an average CVD rate of approximately 82%, Vietnamese mills 16%, and Indonesian mills 43%. These rates vary by producer, with some mills receiving higher assessments and others lower. While these outcomes remain preliminary, this is a unique situation, as different countries and mills are being impacted in different ways.
Furthermore, Commerce determined that critical circumstances, triggering retroactive application of the aforementioned duties, exist in the China case, while issuing a preliminary negative critical circumstances finding for Vietnam. Both determinations remain subject to review at the final determination stage. At this time, no critical circumstances allegations have been made with respect to Indonesia.
The final AD ruling, expected toward the end of February, could materially alter this outlook. As seen in 2017, certain countries may ultimately face higher AD duties than those established under the CVD findings. Insight from the final determination will therefore be essential to fully understand the scope and impact of these trade actions.
Additionally, it is important to note that these duties will be subject to annual administrative review going forward.
