Homes England has announced the appointment of John Reid as Executive Director for Technical Capacity and Coordination, a newly created senior role that will play a central part in the agency’s transition to a regionally focused operating model. The appointment marks another significant milestone as the government’s housing and regeneration agency prepares to implement its new structure from April 2026.

The new operating model is designed to better reflect local priorities and accelerate housing delivery by strengthening collaboration between national programmes and regional teams. John Reid’s role will sit at the heart of this transformation. He will lead a nationally managed technical capacity and coordination hub, bringing together specialist expertise that can be deployed flexibly across England to support housing and place-making projects at every stage of development.

The hub will serve all five regions of England defined in Homes England’s new structure, ensuring that local teams have access to consistent, high-quality technical support. This approach is intended to remove delivery barriers, improve programme coordination, and help partners bring forward more homes—particularly in complex or high-growth locations where infrastructure, land, and viability challenges often slow progress.

John Reid joins Homes England with a strong track record in property, regeneration, and large-scale housing delivery across both the public and private sectors. He arrives from Herts Living, where he currently serves as Managing Director, leading major residential and mixed-use development programmes. Prior to that, he was Director of the Estate Development Programme at The Grosvenor Estate, overseeing complex, long-term regeneration initiatives and high-value investment projects.

His experience in managing multidisciplinary teams, coordinating technical expertise, and delivering place-based regeneration aligns closely with Homes England’s ambition to increase housing supply while improving the quality and sustainability of new communities.

The appointment follows the recent announcement of five Executive Regional Directors, who will lead Homes England’s work on the ground and strengthen engagement with mayors, local authorities, developers, and housing providers. Together, the regional directors and the new technical hub will form the backbone of the agency’s future delivery model—combining local insight with national capability.

Homes England’s organisational changes are underpinned by the publication of its Strategic Plan 2025–2030, which sets out how the agency intends to support long-term housing growth, regeneration, and economic development. This has been complemented by an Investment Roadmap, with a full Investment Prospectus expected in early 2026. These documents outline how Homes England will deploy capital, land, and expertise to unlock housing delivery across the country.

Under the new model, regional teams will work closely with national programmes such as the National Housing Bank, National Housing Delivery Fund, and the Social and Affordable Housing Programme. The aim is to make it easier for delivery partners to engage with the agency, reduce duplication, and create clearer pathways from early planning through to construction.

Commenting on his appointment, John Reid said he was enthusiastic about joining Homes England at a time of significant change for the organisation. He highlighted his motivation to apply his experience across major public and private sector programmes to help shape the new operating model and strengthen partnerships that deliver the homes and places communities want.
