The investigation follows a formal complaint filed by Felix Schoeller, a leading specialty paper manufacturer based in Osnabrück, along with three other major European producers. This step is seen as crucial in addressing the challenges posed by unfairly priced imports and ensuring a level playing field within the industry.

The Complaint and Its Implications

The complaint, which underscores the negative impact of Chinese imports on the EU market, highlights how economic distortions in China have allowed decor paper to be sold in Europe at artificially low prices. These practices have caused considerable harm to European manufacturers, potentially threatening the industry’s future. Felix Schoeller and its co-complainants argue that imposing anti-dumping duties is essential to protect the market and foster fair competition.

Hans-Christoph Gallenkamp, CEO of Felix Schoeller, stated, “Open and fair competition is the basis for a functioning market economy. The development of our industry is based on these principles. We are consciously utilizing the anti-dumping complaint procedure at the European Commission level to ensure compliance with these principles by all market participants.”

Decor paper is integral to high-quality finishes on wood products like furniture, flooring, and panels. It is crucial for producing durable, affordable consumer goods, often with lifespans exceeding 20 years. The European decor paper sector produces approximately 390,000 tonnes annually, involving manufacturers across seven Member States.
