Robertson Capital Projects (RCP), the specialist investment and project development arm of the Robertson Group, has appointed Gary Bushnell as its new Managing Director. The move marks a noteworthy step in strengthening the group’s capability to support public and private sector partners as infrastructure investment pipelines begin to re-emerge across the UK construction industry.

Gary takes on the role following a decade as Chief Executive of hub East Central Scotland, where he played a central role in shaping and delivering community-focused capital programmes. In his new position, he will oversee RCP’s development, investment, and delivery activity nationwide, while continuing to support hub East Central Scotland through his ongoing position on its Board.

The appointment comes at a pivotal time for the construction and infrastructure sectors. Public sector budgets remain under sustained pressure, while demand continues to grow for new social infrastructure, estate regeneration, housing, and decarbonisation of existing assets. Against this backdrop, alternative funding models and private sector investment are increasingly critical to unlocking stalled or complex projects.

Robertson Capital Projects works alongside public authorities, developers, and institutional partners to fund, develop, deliver, and manage capital projects. Its remit includes regenerating estates, unlocking value from existing assets, and providing structured investment solutions that enable projects to proceed where traditional funding routes may fall short.

RCP also plays a central role in Clear Futures, a long-term national strategic partnership designed to help public sector bodies plan and deliver transformational programmes. These initiatives span capital investment, sustainability, regeneration, renewables, strategic asset management, and advisory services—areas that are becoming ever more interconnected within modern construction and infrastructure planning.

Gary Bushnell brings a breadth of experience that aligns closely with RCP’s mission. His career spans education, healthcare, cultural, commercial, and industrial developments, delivered through a wide range of procurement routes including traditional, design and build, and design-build-finance-maintain (DBFM) models.

He joined hub East Central Scotland at its inception in 2012 as Commercial Manager and was appointed Chief Executive in 2014. Over the following ten years, he helped guide the partnership through multiple capital programmes, working closely with local authorities, health boards, and other public sector stakeholders to deliver community facilities and essential infrastructure.

His deep understanding of both public sector governance and private sector delivery positions him well to lead RCP at a time when blended funding solutions are increasingly required.

Elliot Robertson, Chief Executive Officer of the Robertson Group, said Gary’s appointment reflects both continuity and opportunity.

“Gary has been part of the business for many years and takes on this role at a pivotal moment as public sector investment pipelines start to re-emerge,” he said. “Robertson Capital Projects has the capability to provide investment, and as government revisits public and private financing models, Gary’s experience will help enable customers to get projects moving.”

He added that investment in the built environment delivers far-reaching economic and social benefits. “Gary will lead the team to deliver solutions that support new social and green infrastructure, regeneration, and housing, while also upgrading existing public sector estates to meet net zero requirements.”

Sustainability and decarbonisation are now core drivers of construction investment decisions. RCP’s focus on aligning capital delivery with net zero strategies reflects the growing need for integrated solutions that combine funding, technical expertise, and long-term asset management.

Speaking about his new role, Gary Bushnell emphasised the importance of flexibility and innovation in funding approaches.

“Public budgets remain under extreme pressure,” he said. “Our ability to support the delivery of social and community infrastructure, and to provide potential investment opportunities for partners, means we can help projects secure approval and move forward, bringing wider economic wellbeing.”

He highlighted RCP’s experience across the full project lifecycle—from design and construction to funding and long-term maintenance—as a key differentiator.

“Our team understands how different funding solutions can be applied and how private sector finance can provide a clear route forward. This is particularly important for customers reviewing their estates and developing long-term plans to achieve net zero.”

Gary added that he is looking forward to leading the business as it works with both existing and new partners to create viable funding pathways for future projects.

Robertson remains a long-standing private sector development partner within hub East Central Scotland, working alongside public sector participants to plan and deliver community facilities across the region. RCP supports the partnership by providing management and investment services that help structure and deliver projects within agreed capital programmes.

With Gary’s transition to RCP, hub East Central Scotland has appointed Brian Craig as its new Chief Executive. Brian joins from Robertson Construction West, where he served as Pre-Construction Director. He brings nearly 30 years of experience in commercial management, quantity surveying, and project delivery across the UK, Ireland, and the Middle East, including major programmes in Dubai and Abu Dhabi.

Gary Bushnell’s appointment signals Robertson Group’s intent to strengthen its investment-led approach to construction and infrastructure delivery. As funding models evolve and the demand for sustainable, value-driven development grows, Robertson Capital Projects is positioning itself as a key partner for organisations seeking to navigate complexity and deliver impactful projects.
