The European Pallet Association e.V. (EPAL) has announced the release of the first-ever PPWR Declaration of Conformity for its EPAL Euro pallets, marking a significant milestone in the pursuit of sustainable, reusable packaging solutions within the woodworking and logistics sectors. This declaration assures businesses that EPAL Euro pallets meet the stringent criteria outlined in the EU’s Packaging and Packaging Waste Regulation (PPWR).
The PPWR, which officially came into force on 11 February 2025, aims to promote the reuse and recycling of packaging materials across the EU. While full compliance will be required from 12 August 2026, certain provisions, including the obligation to submit declarations of conformity, will be enforceable sooner. As the logistics, woodworking, and manufacturing industries prepare for these upcoming changes, many companies are seeking clarity on the compliance status of the packaging materials they utilize. EPAL’s announcement ensures that EPAL Euro pallets are recognized as an ideal solution for companies aiming to meet the reuse targets set by the PPWR.
EPAL’s Commitment to Reusable Packaging
The PPWR Declaration of Conformity for EPAL Euro pallets reaffirms EPAL’s commitment to providing sustainable, reusable packaging options that align with the EU’s environmental regulations. Dirk Hoferer, President of EPAL, emphasized the growing demand for such declarations from EPAL customers, noting that businesses are increasingly prioritizing packaging compliance to meet future EU standards. “We are happy to fulfill this request from our customers, as EPAL Euro pallets and the open EPAL pallet pool are prime examples of reusable packaging and a reuse system as defined by the PPWR,” said Hoferer.
The declaration, which is available to EPAL licensees and repair companies, assures users that EPAL Euro pallets adhere to the PPWR’s requirements for reuse, repair, and recycling. Companies that rely on EPAL Euro pallets for their logistics and supply chain operations can request the PPWR Declaration of Conformity from their suppliers or directly from EPAL itself.
Ensuring Compliance with Stringent Regulations
In accordance with Article 39 of the PPWR, the packaging manufacturer is typically responsible for preparing the declaration of conformity. However, due to the standardized production process of EPAL Euro pallets, EPAL itself is able to provide this declaration on behalf of its licensed manufacturers and repair companies. This streamlined process ensures that businesses using EPAL pallets have immediate access to the necessary compliance documents, eliminating any uncertainty surrounding the future of their packaging solutions.
EPAL’s Chief Executive Officer, Bernd Dörre, highlighted that the EPAL Euro pallets not only meet the PPWR’s compliance requirements but have been fulfilling them for years. “Reuse, repair, and simple recycling without generating waste are just a few examples of the PPWR requirements that EPAL Euro pallets have been fulfilling for many years,” Dörre explained. He further assured customers that EPAL’s rigorous quality assurance processes, which include approximately 25,000 unannounced inspections annually, will continue to ensure the high quality and PPWR conformity of its Euro pallets.
Continuous Updates and Future Developments
Given that several provisions of the PPWR will be further clarified through delegated and implementing acts by the EU Commission in the coming months and years, EPAL is committed to keeping the PPWR Declaration of Conformity up to date. This proactive approach ensures that EPAL remains aligned with the evolving regulatory landscape and can quickly adapt to any changes in packaging compliance requirements. EPAL also plans to release similar declarations of conformity for other EPAL load carriers, including the increasingly popular EPAL3 pallets and all nine types of EPAL CP pallets, further expanding their range of compliant packaging solutions.
